(allout-auto-fill): Do not infinitely recurse - use do-auto-fill if
everything points back to allout-auto-fill.

(allout-mode-deactivate-hook): Declare obsolete, in favor of
standard-formed minor-mode deactivate hook, allout-mode-off-hook.
